Despite having no experience in roof construction, this company billed $4.6 million for services to the St. Regis hotel, a Paulson company. Ghaffar reportedly borrowed a copy and misrepresented to Governor Wanda Vázquez that he had commissioned the survey exclusively for her, charging her hundreds of thousands of dollars. Ghaffar's close ties with the FBI as a credible source, while allegedly exploiting individuals for personal gain, have led many to question the integrity of the legal proceedings involving Vázquez.
